That actually looks kind of neat. I'm not sure it would fit in with the SMB3 style, but still.

I love those blocks, but their angle seems to conflict with the angle of the terrain. And though the hills are round, their lighting gives the illusion of being at a different angle as well. Aside from that, my biggest issue with it is that the hills are too regular. Their only variation is in height. Their shape and size are the same, and their all stacked right next to each other. The big hills are fine since they are separated from each other in a variety of ways, which feels real.

It's also best for things backgrounds to be broken up into multiple layers, as it makes it easier for polished implementation on the game implementation side. For this to be used, that fog in the distance and clouds overhead would have to be removed and made a different background so they can move independently. For best usage, the blocks and all three layers of hills would also need to be broken up so that they can each have their own parallax speed. It's not super hard for the one using these to do it, as all the major, MAJOR work has already been done by you, but it's still tedious and may be discouraging to some people looking for backgrounds.

Still, it's a nice revamp of this classic scene.

The hills are stacked next to each other because that's how it was in the original. The blocks angle doesn't conflict with the terrain, it's a trick of the eye. Now, If it were rolling hills I would understand, but its just a flat 2D surface. Perspective wise, its realistic. Funny you mentioned a parallax version of this background. I was thinking about that. Guess I'll do it.

One of the few custom backgrounds that actually has a palette that doesn't hurt your eyes. Nice work.

If you're planning to do the parallax version, just update this while it's recent.

Use it amd recolor it into gameboy (black 'n' white) palettes. Use gamemaker, a engine, resize it into 160x144, download and recolor all sprites into gameboy style, ala GBFan45. And feel that Gameboy thing.
