I know people made Goombas in karts for Super Mario Kart, and heck, Goombas don't have arms...

Pokey debuted in Super Mario Bros. 2. Well, technically, it debuted in Doki Doki Panic, but that's pretty much the exact same game.

I like the idea, however, Pokeys don't have arms or feet, but then again, pretty much every video game character is being made into SMK style nowadays.

Here's your sheet's critical flaw:
Pokey doesn't rotate, except his face. Not even his head; just his face.
Always happy to see the Empty Kart sheet in use, but try to put more effort in it. The karts haven't been edited to fill the gaps (the ones that once had Yoshi's frame on it).
As a single perspective, it's okay-ish. It's your first sprite, but try harder. Try to visualize the character in 3D. When I make SMK sprites (I still do, but mainly Sonic characters), I redraw every single sprite.
If you think drawing 12 frames for a semi-rotation is too much, don't be afraid to cut down the number of frames, as long as you have back, 1/8 (for steering), 1/4, side (1/2). 3/4 and front (6 frames total). I'd also advise you to keep the front and back symmetrical, like the original 8 characters.

You should pay attention to what he says. Bouncy Cat knows almost everything when it comes to the smk style.
