General Commentary and Game Overview
Super Mario: Waterlogged is a quick minigame where you must collect coins underwater in a time limit. It ain't anything too magnificient, but if you're bored it should kill some time.
 
Pros + Enough obstacles and variety to keep things interesting for a while
 
Cons - Overused VGMusic midis.
- Overused All Stars graphics
- Those graphics are mixed together, causing unnecessary style clashing.
- High scores are global and don't take stages or difficulty into account

This is a minigame, so you can't expect an epic adventure--but there's a bit of variety to be had for what it's worth. Mario (or any other character you choose; each one handles differently) must collect coins dropped by the Lakitu above within the time limit. You can pick any of three difficulties, four characters, and six stages on which to play. The coins come in different colors with different score values.

For challenge, the Lakitu also occasionally drops Spinies, and waterborne enemies will interrupt your coin hunting spree (more enemies appear on higher difficulties). Getting hit takes you out of commission for a few seconds and penalizes your score. Once you're done, you can add your score to the high scores. Admittedly, I'm not that fond of minigames that are both random and have high scores (it's not exactly fair, you know), but it's fairly competently made nonetheless. The gameplay isn't impossibly amazing and it might get old after a while, but it is legitimately fun.

To my knowledge, the Windows 8 Sound Bug isn't an issue here, or at least it wasn't while I was playing it.
 
Graphics

It's unfortunate that Pikaboo chose to use a sans serif font instead of a sprite font. The solid black text blends in with darker backgrounds, making it hard to read.+

Besides the text in the menu, there doesn't seem to be any original graphics in this game. The graphics that are used are apparently a mix of Super Mario All-Stars. It works well enough, I suppose (clashing notwithstanding), and this game was made years ago, so perhaps I ought to be lenient in that regard.

So yeah. The graphics are good enough (given the time it was uploaded), but aren't something that would win prestigious awards.
 
Sound

The choice of sound effects are good enough (albeit small), but I have heard All Stars MIDIs from VGMusic way too much. Any potential fan game developers reading this review should take note not to use MIDIs, especially not those from VGMusic, as we have heard them many times before and the instrument sounds are terrible compared to the real instruments.

That said, I can't judge SM:W too harshly, since this game was made years in the past.

There are multiple difficulties and a high scores table. This is all well and good, but it would have worked out better if Pikaboo didn't use one high score table for all difficulties.
