Too much dithering. In fact, for sprites this size, dithering shouldn't be used at all.
However it has a lot of potential, keep working on it!

I think wood, grass, dirt and rock are kinda dependent on it since it helps empahsize their logical appearance: that they're filled with small details. In this case, dithering is an effective way to add those details, therefore, I think it should be applied.

Tough I understand your point, these textures can be better achieved by other means. Have a look at this tutorial from Kiwinuptuo:

Now, I'm not saying you should make your sprites look exacyly like this (also the size of yours wouldn't allow for it). But I just want to show you that these textures can be better represented by other means that do not involve dithering, which causes the sprites to look noisier and dirtier rather than faithfully representing its features.
I'd suggest you to, instead, try and achieve those textures by the consciously placing of pixels, which is actually what pixel art is all about. I believe this will greatly help you to get better and develop as an spriter C:

Bar none, probably my favourite custom tilesets on this site. Seriously, it's got enough decorations to last a good world of levels without getting stale, it's very well drawn as far as colours and details go, and in general, reminds of the high quality graphics of games like Wario Land 4 and Super Princess Peach,

Just a shame you only made about four tilesets. Cause a few more in this style (for say, castle, ghost house, cave, etc type levels) would be really, really nice to have.

This was made in 2014 and yet it still holds up perfectly! Better than anything I could ever make that's for sure!
