Step 1) Download and run Hello Mario Engine
Step 2) Use Black Squirrel's tileset
Step 3) Put in this song somewhere - https://www.youtube.com/watch?v=l-iOvhTERos
Step 4) Spend an afternoon making some quick levels
Step 5) Put it up on NCFC, MFGG, SMBX, SMWC, and Yoyogames.

Unless you want to make something good, in which case it'll take practice, creativeness, and time!

For the minigames I tried hard at to get a high place on the leaderboards, and the best result was Endless Road: First place on the leaderboards.
