General Commentary and Game Overview
We've all played Toad Strikes Back (if you haven't, go play it now) which was a fantastic game. It was commonly regarded as one of the best fangames out there. Thunder Dragon challenges his own game with Pyscho Waluigi. This game is incredibly professional, while maintaining a sense of humour with many little quirks.

Impressions
Gameplay
10 / 10
The engine on the game is almost flawless. I really have nothing to critique (apart from the bobomb blast radiuses which were just a bit to big).
The the psycho is really a brilliant concept. It gives you the ability to pick up items and throw them. I especially like the kirby-style part that allows you to use the powers of other enemies. It's implemented very well. Although it may take a little bit of time to get used to, but that's expected whenever there's a new game mechanic introduced.

I also loved the level designs in this game. Unlike standard mario games where you have entire world where (almost) every level has one central theme, such as grasslands, almost every level is different. There are many innovate game mechanics in each level as well, the best I've seen. Yet the game really excels because the levels still seem to 'fit' with everything. Even though some of them can be very farfetched, it still feels as if I could be playing an official game.
I'd only really complain about the vehicle levels. Nothing against them, as they were programmed perfectly, I just found them very difficult (but that could just be my lack of skill).
The bosses are also very enjoyable to play. They all have just about the right amount of difficulty to make them entertaining and not so easy that you win on the first attempt.

I couldn't see giving this any less than a 10.

Graphics
9 / 10
I really like the graphics in this game. I honestly can't tell what was custom and what was edited since I really didn't recognize much of it. They all fit very well together and (due to the edits and customs) made the graphical aspect of the game very fresh.
Unfortunately, I can't quite give this a 10, simply because there are a couple other games (like midas machine) whose graphics I prefer.

Sound
10 / 10
The sound on this game was incredible. There were a large variety of sound effects, so I never seemed to get bored of any of them.
And then there was the music itself, which was phenomenal. It all seemed to be custom or remixed. (I'm assuming Yoshiman was at work here). Very professional sounding. I also heard a lot of music that I wouldn't expect to hear, like zelda. I was very pleasantly surprised.
10 hands down.

Replay
10 / 10
There are so many unlockables and bonuses in the game, I can't possibly not give this section a 10

Final Words
10 / 10
This game is amazing. It definitely rivals Toad Strikes Back.

"I'm assuming Yoshiman was at work here"

No, no, I was just credited for boosting TD's ego. ;D

But yeah, I created some of the songs in the game, both remixes and originals.
